Segregation in Toronto

On October 1st I scrolled through Twitter and Toronto was trending and not for any of the normal reasons like rappers or their NBA team, but because it had come to the media's attention that the neighborhoods in Toronto are segregated. An article in The Star writes about the demographic results found in the 2016 census as though it was a surprise. My question is why were they surprised?

The article covers mainly numbers, which in todays world means the article didn't get very many clicks. I think the article could have been a lot stronger if it used real people that live in these areas as testimony to make it more reader friendly. Instead the article surrounds the research done by Professor  David Hulchanski on the demographics of Toronto.
